So I'm having the same issue as OP with the control panel showing 00% chlorine production even though the app shows 55%. Only difference between me and OP is aqualink app doesn't show water temp. In the picture below you see it say "pool temp short". So could a bad aqualink temperature gauge be causing this issue with the salt cell?

You have a problem with the water temperature sensor in a pipe in your equipment pad. That prevents the Aquapure SWG from generating.
