It looks to me like you are missing the leader hose floats.
The floats and swivels must be positioned as shown in the manual.

To follow up ajw22's comment, you should have the leader hose float right up against the back-up valve. Polaris doesn't say to do it that way, but it both keeps the hose from tangling with the head and keeps it from dragging on the pool floor where the case will get very worn and start to leak.
