Random pipe with rag stuffed in it

I just bought a house with an inground swimming pool. It is plaster pool. By the equipment pad there is a pvc pipe that has been cut to ground level and has a rag stuffed in it. What could this pipe go to?
We have removed the rag and there is water in it but we pushed water through it and did t see water come out anywhere. Can we cap it off or is there a reason for this pipe?

What is the diameter of the cut pipe compared to your other pipes? It looks smaller then the suction and return pipes going into the ground.

Because of its position near the return pipe going to the pool, my first guess that it was the original pipe that may have been damaged.
It appears you do not have a spa or a heater - please confirm.
When you putwater down it did the water go somewhere (not seen) or did it come back up such if was overflowing because the pipe is plugged?

EDIT - do you have any return in the pool that is capped off or all returns open and have slow when pump is on?

It does seem to so so where but I’m not sure because when we stopped it would overflow for a few sec then go back down some.
No spa no heater. All returns open. 3 (4) outlets 1 skimmer
We have the booster pump removed from power source and will use that as a 4th return. We can see the outlet and inlet for it so I know that has nothing to do with this mystery pipe.
 
Do you know the history of the pool? Perhaps there was a sand filter used previously in which that may have been a dedicated waste/backwash line connected to your sewer. Do you have a sewer clean out line nearby? Of maybe the line was run out to daylight somewhere else in the yard or property.

Since it was plugged with a rag its not under pressure. Pick up a 1.5" & 2" pipe cap. Tap the one that fits over the pipe. Can then return unused one. About $5.00 for both. Keeps debris out, clean look. Might find use for the pipe, or it may just be abandoned for some reason.

I wish I knew history. Previous owners passed away and the kids sold the house and didn't know anything about the pool.. we have little drains all around the pool and no clue where they go, but I do not think this random pipe is connected to them.

The previous owners passed away so no clue who did work or any history of the pool. Very Frustrating!! I'm still also baffled we can find the pool light LOL no switches anywhere so no clue if it works or not LOL going to call a professional for that though it may be next year as buying house kinda breaks you for awhile.
 
Many pool stores keep customer addresses on file. Give a few a call and see if they can do a search for your address and see if there is a file of maintenance done.

^^ This is good advice, its' worth a few phone calls - I've learned more about my pool through two different pool people who came to do work for a problem with our autocover and a problem with the salt controller. When I gave our address, they looked it up and said - Oh yeah, I remember that one... Then some identifying feature of the pool or property is given back to me and a story has been told. Needless to say, previous owner was not a TFP kinda guy and did a lot of things that then resulted in local pool people being called in to fix whatever he had attempted or neglected.
