Pump not priming and shutting off

Hi,
It has been awhile, but looking for some guidance. Have a pcc2000 system. The skimmer/in floor system has a hayward ws-4 and 1.5hp sq1152 motor. The pump will not prime...I have replaced both the capacitors (start & run), I cannot find any blockages, clogs or air leaks. The motor shaft is spinning...could this be a impellor or diffuser issue? Or am I missing something?? Thanks for any assistance!!

Capacitors have nothing to do with a pump's ability to prime. Check for anywhere air can be pulled into the pump; lid O ring (needs to be lightly lubed at all times),a cracked pump lid, loose drain plugs, damaged valve in the suction line, skimmer weir stuck in the "up" position, damaged or loose fitting at the pump inlet, a gasket or O ring that seals the pump body halves may be bad or loose (need to know which pump you have).
After that, with the pump off, remove the basket and reach into the pump and feel if the impeller is clogged. Try to spin the impeller, it may be broken and you can feel it move without the motor turning.
