Hopefully someone can help me on this. Sorry in advance for the lack or more technical details.

My IG has a ladder. The cups in the concrete are brass I think. I have loosened the screws, and the ladder will wiggle, but not come out. Last year I had the same issue, but the person who helped me close came over and showed me some trick that took 1 second and the ladder came out. For the life of me I cannot recall the trick. Can anyone help me out?

I dont think it is corrosion.

The cups are notorious for gumming up with whatever is left behind when splashed water evaporates. The calcium and salt deposits weld the ladder rails in place in no time.

You just need to tap it hard, dead straight up, which is awkward to say the least. I always secured a 2x4 under the rails with some healthy wraps of electric tape. A scrap piece on each rail will go flying no matter how well you land your taps on the center. But a plank will stay in place if you miss a little. A hammer might work but the awkward swing robs you of most of your power, so I used a sledge. The 2x4 did double duty, also taking the dents from the sledge.

When you tighten the screw, the anchor wedge gets pulled up and locks the rail in place.

When you loosen the screw, the anchor wedge can stay in the up and locked position, so you have to loosen the screw (not all the way loose) and then tap it down to push the anchor wedge down and unlock the rail.
