You'll have to forgive my southern compadres who had spring back in February. We are full blown pollen city these days. If your FC has been holding as you'd expect, it's likely pollen.
Overnight Chlorine Loss Test to remove the daily FC loss to the sun/uv from the equation. If you lose FC overnight, something is growing and it's time to SLAM Process.
It will not hurt to SLAM anyway and OCLT immediately. If you fail the OCLT you have a head start on the SLAM.

Interesting, does Pollen look like Algae ? I will do the OCLT for sure tonight. I guess in the past, my pool has looked cloudy before I had to SLAM...and now it is crystal clear so...
I
Once it's settled on the bottom its real hard to tell and they both *poof* when brushed. If you had the problem outside of these 3 weeks right now, or if your FC was dropping unexpectedly, it would be a likely algae bloom that wasn't to the point it clouded up the water yet.
Anytime you suspect something growing, fire away. Don't come ask us if you should, come tell us you knew to do it and we'll await the results together.
Your CYA rounds up to 30 and the OCLT prefers a FC of about 10. Seeing how SLAM for you (40%) is 12, you might as well just use SLAM FC at your earliest thought that something is brewing and OCLT with that. If your thought was correct, you have a head start. If not, you'll have a couple days off from adding FC as it drifts down, being a wash in the end. The peace of mind, however, is priceless.
