Have no idea what the red handled valve does. Close it and see. It may be for a cleaner port (vacuum) in the side of the pool.
Short time in "closed" position shouldn't hurt anything.

Pool level is low

its in the middle of skimmer and also when it was above the middle line the suction was same

I made a mistake of draining vinly liner pool the deep end has still 10 inch of water but the shallow end is completely drained
I am refilling now
Any suggestions
