Lid pops up when pump is off and has a net as well. There is an eyelet going to the pool and seems like a skimmer as it has 2 holes down below. Any ideas?I have a skimmer next to it so it's not the skimmer

Looks like an in-deck debris canister. Maybe Paramount or Jandy?
Clear lid should rotate to lock in place - if the tabs are intact.
