Sand filter not coming to pressure after opening

This is my first post! I used TFP a lot last year when learning to SLAM the pool. This is my second year of taking care of my parents pool after my dad passed.

I just finished opening up the pool and I cannot get the filter above 0 PSI. Last year when this happened it was because a valve in the skimmer was still plugged. I have taken out all of the rubber plugs from the 2 return jets and the 2 skimmers. I primed the pump and have opened up all pipes leading back to the pump. The pump turns on fine and I can tell it’s a tight seal.
Help! What am I missing?

Is a good flow of water coming out of the return in the pool?
If so I would replace the gauge with a decent 30 PSI gauge. If it still shows very low I would be concerned about the water bypassing the sand.

Thanks for the feedback. There is no water coming out of the returns so I don’t think it’s the gauge. The pump turns on and I can see the water sloshing around in the basket but that’s it.

Did you prime the pump? I.E. fill the basket with water?
Don't let it run without water in it for long, it'll burn up the seal and perhaps the housing with it.
 
If the pump will not prime, and is a self-priming pump, then a suction side leak or blockage or low water level is the culprit.
