Hayward H400FDN Heater- Wont Heat Past 84

Hi!
So we have a Hayward H400FDN and sometimes it works and now will only heat to 84 in the jacuzzi. We have been renting this house for 2.5 years and they replaced with this one Jan 2018 and it was new. Our set up is def janky and my pool guy speaks no English so this has been trying times with this pool lol. I will try to attach pics showing you what we have and what we are doing that has worked the last 2 years and now all of a sudden is not.
Our jacuzzi does not suck from the bottom, we have to run a pool hose to the skimmer (trying to get them to replace the old valve has been exhausting since pool guy says is fine and supposedly found parts to fix lol) and plug it with that hose to suck from the jacuzzi. This has worked on and off the last 2 years, just maybe took longer to get to desired temp. Worked in mid Feb after the old 80’s filter was cleaned and now a month later after filter has been cleaned and the thermostat has been changed by an authorized Hayward tech still won’t get past 84.
Anyone else have this problem or know anything else that can cause it? Even the repair guy is stumped as to why it is intermittent and why it works or doesn’t AFTER our pool guy included with our home rental is here. Any recommendations would be greatly appreciated as if we get on mandatory lockdown, I want this jacuzzi to work LOL.
**In the pics...That skimmer pump pump or whatever it is is on right side by heater is NOT connected, when they changed the heater he disconnected that.

I have that same heater..When you say won't heat above 84, does it allow you to set to 102 for example? Seems like you can set a max temp somehow

It that's good you probably need to clean out the burners, I did mine several years ago and don't think it's that hard. I believe at the front at the bottom ( after taking case front off ) there is a cover with a bunch or 1/4 hex screws. If you get that off and to the burners just blast air inside each of them a few times.
Sorry, I don't have better details, been a few years and I have to almost lay sideways to get to mine :( But I had a similar issue and that fixed it
