Did you continue to put liquid chlorine in the pool and mix it up with your brush while the pump is out? If you let your FC drop at all, algae takes off. You are also seeing a lack of filtering which will obviously improve when you get the pump up again.

As soon as you get the pump up again you need to just start a SLAM Process procedure and get that pool cleared up. Make sure you remove those stairs to get to all the spots algae can hide.
