I know there is water in there because I made the mistake of taking the lid off LOL is it normal for there to look like there is no water in there?

I would say more snow nothing really blizzard-like LOL after talking to a few people I'm thinking about throwing an air pillow in it and winterizing it. Yeah I have seen some pictures of stuff like that happening. If I do decide to leave it empty I'm definitely going to put something in it to keep it down as it does tend to get kind of windy here sometimes
