Thank you. I tried to flip the breakers labeled pool heater but it appears they are labeled incorrectly, or those were the breakers for the previous pool heater. I need to call someone in to determine the correct breakers. The heater is working now, the screen that displays the temperature...

When I go to the breaker that is labeled pool heater there are two 120v connections. When I flip those nothing happens the heater is still drawing power because the pool heater indicator is green. This leads me to believe that they were mislabeled. no mice to my knowledge, we do live in Canada...
