Free chlorine is the important one. You can add bleach or liquid chlorine to jump start it. You’ll also likely need cyanuric acid and salt to get your chlorine generator going.
The best thing to do is to follow the SLAM Process using liquid chlorine as the sanitizer. Once you complete that, then you can add stabilizer and salt as needed and resume operating your SWCG.

How are you getting your test results? A pH of 9.0 is physically nearly impossible in water, and not measurable by any kit you or a pool store would have access to.

First guess would be iron staining. High chlorine levels can oxidize iron in the water and result in it depositing on pool surfaces. Rubbing with a vitamin C tablet will lighten an iron stain pretty quickly.

You don’t want to go with too small or you may regret down the road. I’m not really sure why they are wanting to go with 120V. 240V is needed for many heaters and most pumps will run on 240. Smaller wire too.
