In my experience, breakers can wear out - especially if they are tripped repeatedly, and if they run a close to full load - which I imagine a hot tub w/ electrical heater does. If you had a bad heater/spa control that tripped the breaker many times, I would try replacing the breaker.

I would double check all the fuses to see about the display not working. Regarding the FLO error - you might check if the pump(s) has a bleeder valve. My WaterWay pump has a little valve I can open that bleeds out the air. I open it, and water/air comes out. I leave it open for about 5-10...
