The RetroJet cell should be plugged into the power supply. That power supply should be plugged into the timer. For the RetroJet system, the cell must be installed on the pool. I think you can get cell extension cables from the manufacturer.

If mounted horizontally gases will build in the cell when the pump shuts off. The gas will displace the water and cause the cell to run semi-dry and in low salt conditions before the system errors out. Doing that everytime the pump turns on and off will greatly reduce the lifespan of the cell...
