Bonding equipment pad?

I’m redoing some drainage and a fence, which may require moving this stray waterfall return pipe (left of image) and I was considering cutting away the concrete that the builder embedded the rest of the plumbing. But I see this bond wire running into the slab. Is bonding that common? I may decide not to open the can of worms and just route my drainage around the line return.

Good for your builder for bonding the concrete pad. Maybe not required but can't hurt.

If that wire just connects to the rebar in the concrete and you remove all the concrete then you do not need that wire. If other wires and equipment attach through that wire then you need it.

With a rebar reinforced concrete pad I don;t know why you want to take on that effort unless you have a leak under the pad.

My pad fence and downspout drainage line wants to run right where that pipe is coming out of the ground that’s not in the concrete. The thought was to reroute that up with the rest of the plumbing so the fence could run straight through (along with that downspout drainage pipe) but it’s 80° outside and I’m not sure I care whether the fence is not quite square with the house anymore.

What about running the fence up to both sides of the pipe. Make the pipe part of the fence.
