Yellow discolor stains on Stairs

Hello,
I have yellow discolored areas on my vinyl sure steps. I believe its from the water hose laying across the steps when filling pool. We have well water and the a yellow areas are in the middle of the first and second steps which is where I lay the water hose.
Can I use Vitamin C tabs? If not, what do you recommend to remove the spots.

How many Vitamin C should I use? Do I rub the spot or lay the sock on the spots?

Rub it on the surface.
