I'm new to the forum and I'm hoping you all can help. I have a Starite SR400HD heater with the AFS light on

You need, at the vey least, a new heat exchanger. It is leaking terribly and under pressure from the pump. That water is being forced into and out of the fan as the entire tub (combustion chamber) is filling with water. The bearings in the fan motor are shot as well. The water above the tub at the ignitor is also indication of "new heater" time. The fan is turning so slowly trying to move the water in it and NOT moving air, that the AFS will not actuate. Sorry. Have seen it many times.

That heater needs to be replaced. The heat exchanger is leaking, the blower motor is corroded, and the corrosion in the heater will keep it from ever running reliably.
