CYA will not go down!

Hi all! I bought a house with a pool in April. It had not been opened for the year, and we've been working on that for 3 weeks now. I've taken TFP as law and purchased the test kit and chemicals suggested. With the water green as can be, I'm trying to start a SLAM. My problem is that the CYA will not go down. It started out at 80. I've drained and replaced a quarter of the water, which took 3 days... And now it's at 100. Help. 😭
 
Did you mix the diluted sample with reagent R-0013?
I did 7mL pool water, tap water to 15mL, poured out half of that, added the reagent to 15mL, shook, waited 1 minute, and then filled the view tube to the very top and could still see the dot.

Given that strange result, I started over. Collected a new sample and did the undiluted test again. Now I'm getting 70.
 
Ok, so your CYA is 70. Maybe do it one more time to confirm? Stand outside, sun to your back, pour the mixture into the vial to the first line, hold at your waist, GLANCE down into the tube. If you can see the dot, fill to the next line, Glance. Continue until the dot is obscured, take the number on that line and round up to the next 10.

If you get 70 again, your FC target for your SLAM is 28.
