1 piece fiberglass inground pool question

Greetings all,
My location is in Central NJ. We resurfaced our 1 piece 26,000 in ground fiberglass pool in 2006. The gelcoat we applied is showing cracking/
chipping on the coping and grey spots that bleed in side the pool. some areas still look ok and other areas seem to have a concentration of the greyish black spots.
For sure these are not algae. I've called at least 12 different pool companies and have not found one that will work on a fiberglass pool.
I am wondering what recommendations you all have. i was not able to find this particular topic with in your forum, although it is possible i overlooked it.
The task of sandy and resurfacing the pool was huge for the two of us back in 2006. Thank you in advance for your input/ suggestions...
Can other types of coverings be put overtop of the current surface?

Cobalt stains​

Cobalting shows up as black spots on the surface.

Fun fact: It’s technically not a stain! The water penetrates the gelcoat, reacts with the resin, and creates a black byproduct. It’s caused by osmosis, so it's like osmotic blisters but...not...blisters. Oh.
