Having issues with the jacuzzi jets. The pumps turn on and the heater fires up but no jets blowing.

Do you have any water flow at all in the spa? Did your return valve rotate to the spa position?
Where is hot water being returned if your heater is on and the pump is running?
What speed is your VS pump running at for the spa mode?
You may need to post a picture of both your suction intake and return plumbing at the equipment pad.

Thanks for the update and the pictures.
Your SWCG (IC40) is on and flow switch appears to be active (all green lights) meaning there is flow going through it. It then goes to the automated valve where flow can be diverted to the pool or to the spa. The JVA indicates it is closed to the pool and flowing to the spa. There appears to be no other valve past the spa plumbing going into the ground. So this would indicate flow should be going to the spa jets.
Can you verify the intensity of the flow to the spa and also verify that there is no flow going to the pool returns?
Maybe @wireform has ideas or asking @Jimrahbe to comment on the automation system.

If in spa mode and water isn't being returned to the spa you should be having a water level issue as the spa drain works but the return doesn't. If the level remains you are replacing the water being removed.

From your pics it appears that water should be flowing to your spa. A lot of spas have air blowers mounted on top of a PVC pipe. To me, it sounds as if your air blower is not on.
Does your spa have an air blower? Do you see something that looks like a black coffee can on top of a PVC pipe?
A blower is what makes all the bubbles in some spas.

What I mean by the jets is just when I turn the jacuzzi on, I usually go into the Pentair App and choose "Pumps" and then click on "IntelliFlow" and then "Spa" and "Spa High" which usually fires up the jets in each of the blower holes around the inside of the spa.
In my case, the motor fires up, the handles at the equipment shed move to their respective positions but no movement in the spa.
To answer WIREFORM's question, I am not losing water in the spa during this process.
And to HERMANTX.....

What automation system do you have???
All you should need to do is select Spa mode and everything else should just happen automatically...

In this picture "A" is in bypass mode so you will be losing pressure to the spa as some is going back to the pool too. The "B" actuator is now in pool mode but even when it would be in spa mode like i said before some id going to the pool.
So for testing purposes. should I manually move the levers to another position to see if that fixes the issue? If it does, then I guess I will need to explore why its not doing it through the app.
If you turn "A" 180 degrees and through your control put "B" into spa mode that actuator should spin around as in earlier pictures it was in spa mode. OR manually with the actuator switch put it in spa mode.

Sadly, I didn't even know I could use the app to turn the levers individually. Maybe I should take a tutorial. I will give this a shot when i get home.

I would use the app and stand by the equipment pad. Put in Spa Mode and watch if both actuators turn. The suction side should close off pool suction and the return side should close off pool return. Then determine how much flow is going to spa and record pump rpm. Take picture of both suction and return valve settings.
After 5 mins or so - hit Pool Mode and watch the actuators turn to shut off spa suction and also shut off spa return. Then determine flow to pool. Also look at flow to spa because you have the bypass open. Take pictures of both valve settings.
Your pump may turn off automatically when switching between Spa and Pool modes to allow the actuators to turn without any pressure/flow through them.
The amount of flow to either the spa or to the pool is based on pump speed - so if the actuators are turning properly then the amount of flow is related to pump speed unless there is another valve in the plumbing that we are not seeing

Those filters are more than clogged, they are toast!
The grids are all torn and will let the DE pass right through.. To be honest, it does not look like any DE was ever added to that filter, or if it was, it as a long time ago.
Have you been backwashing the filter and not adding DE afterwards?
