Repairing a leaking vinyl liner patch

I inherited a vinyl IG pool which has a patch on top of a patch. The top patch doesn't even have rounded corners. I've ordered a dye syringe to check, but given my water loss (I did a bucket test and saw about 3/8" more loss in the pool than in the bucket over 36 hours), I'm pretty sure the patch is leaking.

I ordered a "Boxer 859 Adhesives Under Water Vinyl Swimming Pool Repair Kit, 2-Ounce" which should be coming in on Saturday.

Should I try to remove the old patches? It looks like water is entering along the 90 degree turn in the liner (this is on the steps). The liner is 9 years old and 20 mil thick.

Tough call. Ideally yes to removing old patches. It would seem difficult to get a good seal over multiple layers. However, how old is that liner? Trying to remove old patches could tear the area creating an even worse situation. You might have to test the area carefully.
