Those are nice steps & several tfp’rs have them. One word of advice- DO NOT FILL THEM WITH SAND AS INSTRUCTED, it will make it impossible to remove them as well as becoming algae city.
Instead you will need to make waterproof weights & attach them to the underside of the steps similar to these👇

Some people also find the need to add extra holes in specific places to facilitate circulation.
They definitely require some tending to in order to prevent an algae trap like moving them to vac thoroughly- i also try to put the hose in that area when filling to help w/ circulation/ blow crud out of the crevices.
Let’s see if @kellyfair has any other tips as she has similar steps.

U can fill the bottles with sand (some people use concrete) the difference is that the bottles/pipes can be sealed to prevent water/algae & they are also easily removed unlike if u fill the side of the steps with sand.
 
Sorry, have been offline for a while! You can fill bottles with pea gravel and water, with a splash of chlorine.
