Pool Plaster Repair Options???

Pieces of plaster coming up from pool floor. Any clever way of repair without having to drain pool and start over with fresh plaster/paint? I have tried 2-part epoxy and that worked in some areas but the problem is worsening. Thoughts?

Nope, your pool needs a chipout and replaster.

Paint is not going to last.
