Fixable -- ball valves cannot close completely?

The two ball valves connected to two skimmers, circled in red below, become very hard to turn and no longer close completely. As a result, when I try to lower the water level, as soon as it drops below the skimmer, the pump would lose prime. Is it possible to fix these issues with ball valves and, in general, what's the recommended move for this situation?

Got any water features? That would be my guess, or a Pressure Side cleaner. It seems like it ought to have a valve on the line to meeeee....but whatda I know??
No water features I can see.. And there is nothing that seems to connect to a pressure side cleaner. Essentially this no-valve pipe is probably the only remaining component I don't know the purpose for.

You can buy new insides for the praher valves, easy swap out and then you don’t have a lot of replumbing.
Is there a keyword I should use to search? Thanks!
