No, not surprising at all. 4 bags of Cal-Hypo in 7000 gallons is going to significantly raise your FC. Those are 1 pound packages of 75% Cal-Hypo, it would have initially given you about 50ppm FC before the algae fight started consuming it.

Being Cal-Hypo it did not raise CYA but it did raise CH.
Your PH test won't be accurate with the FC at 19

Please test and post the results like this

Would it make sense that when I test for chlorine (chlorine tube filled to 10ml) I get a result of 19.5 .... Is my R-0870 powder bad ?

It's possible, that 4 lbs of Cal-Hypo you dropped in spiked your FC to 50 ppm so in 3 days your algae and sun burned off 30 ppm.

5 gals may be enough, it may not be enough, depends on how bad the algae is, how much CYA you have, and how diligent you are with brushing, vacuuming and maintaining your shock level.

What's your CYA level?

An almost duplicate post, so Dsmith and I were chasing the same rabbit.
 
Results:

FC: 19.5
CC: 1
PH: 7.2
TA: 44
TC: 20.5
CH: Unable to test ... R-0010 could not get any drops out
CYA: Unable to test ... no R-0013 liquid

With FC at 19.5 I'm pretty sure i dont need to add any bleach at this time?

next steps is:

pool was just vaccumed
 
You will need to order some more R-0013 reagent. Unless you know what your CYA level is, you have no way of knowing what FC level to maintain to beat the algae.
If your CYA level is low enough, FC of 19.5 may be fine for a short while. For example, a CYA value of 45 has a shock level of 18, a CYA value of 100 has a shock level of 39. Of course if your CYA is low a high FC could be damaging to equipment. Without a CYA number you just don't know how much chlorine is enough/not enough to clear the pool.
 
Next steps are:

1 - Order more R-0013 reagent
You need to know your CYA so you can know what levels you need for
Shock FC
Daily Target FC Range
Minimum FC

to be able to maintain a clear pool
2 - Keep your FC elevated (I would hold it at 10 until you know your CYA)until

It is a difficult test to master. Some tips

Do the test in bright sunlight with your back to the sun
Hold the view tube at waist level
Look/glance away as you pour solution up from one level to the next then look back.
The test is +/-10

Still it is the important number to know to properly manage your chlorine.

There is no policy against their advice. We just are skeptical of and discredit any advice they give because it is either wrong or not in the best interest of the pool owner. We have also found that we can get much better test results ourselves and can do it easily at home. Once you learn the TFP practices, you will be much more educated than most pool store employees!

No they will not be more accurate.
 
There is no policy here. We have found over the years that CYA testing by pool stores is more inaccurate that even other basic test like FC and PH. Cya is the most off.

The powder has the longest expiration date...about 3 years. Mine is black and clumped and it still works. It is likely not bad. You could have 19.5 CL after putting 4 lbs of shock in. Look at PoolMath (button above) to see where you need to be to SLAM. How's your pool looking?

PH : 7.0
FC : 8
CC : .5
TA : 30
CYA : I'm going to "guess" that I got 74 .. kinda hard to see at waist level
CH : ? Still waiting for my 0011L liquid

Please advise which step is next
