Any ideas were the railing bolt is and how to remove the railing?

I went to remove the railing to replace the escutcheons, only to discover there's no railing bolt to hold it in place. Any ideas what going on here?

Looks like someone either installed the railing directly in the cement or they may have done a concrete overlay that’s covering the attachment hardware
