Yellow/Mustard Algae

My pool has from what I believe is mustard/yellow algae. The most affected area is the stairs. I've shocked and scrubbed that area multiple times and was not able to get it off. My question is how do I get it off and how to keep it off.

Some details about my pool: ~18k gallon pool, 48 sq ft DE filter, 0.75 hp pump, 1 skimmer, 1 return jet, no drain. I'm currently using a venturi type of return jet. I was planning on getting one with a smaller eye like a 3/4inch or a 1/2 inch eye to move the water further so that it will be able to reach the stairs. Anyway let me know what your thoughts are.
