Would high PH cause sudden algae/combined chlorine?

I have never cleaned my vials with alcohol. But I would the second I thought something was wonky, and if the next test was the same, I'd believe it was wonky for the next while. Fast forward to not cleaning the vials again until the next time I thought something was unnecessarily wonky. :)
