Worrisome cracks gunite pool, shrinkage or structural?

The rebar cage should have been continuous around that corner and not built out into the seat.
Where the blue tape is the concrete wall is thick but has no rebar in it…

No, it is not common.

It depends if the crack opens further and the pool begins leaking water.

There are structural gunite repair methods using epoxy injection or concrete staples to fix cracks.

If you need the crack repaired the pool will need to be drained and the tile and plaster removed down to the gunite. It is major surgery.

You only know what is needed once you dig into it and see the size and depth of the cracking.
