Winer amc 2280 heater problem

Hi, just bought a used Winer amc 2280, everything seemed to work, but after tryinging it out for the first time the temperature started to drop...looked around and found that the fuse on the heater, a "rooster heater model RSL-L/T-3", blows everytime I start the heater. (the circuit board says F100mA250V but the fuse that were in there was a F1A250V...?)
Is the heater broken or could there be anything els that causing this to happend?

If the fuse is popping then you need to do some tracing back to see why and go from there. NOT safe to keep trying to use it like it is.
