I can't tell what are splotches from the reflections in the pictures.
Are the "splotches" dark spotting or white spotting on the blue plaster?
Dark spotting maybe metal staining.
White spotting maybe a common plaster problem.

Being on well water it could be iron staining.
Crush up some vitamin C tablets, put them in a sock, and rub them on some of the splotches and see what happens.
