Who installs bonding clamps and rebar?

When a gunite pool is being replastered and the concrete deck is replaced at the same time, who is normally responsible for the installation of bonding of the pool rebar with copper wires and clamps at the 4 corners? The replaster contractor or the concrete contractor? That specific item is not listed in either of the written contracts. If it's something that has to be added to the work already being done, should it be an additional charge to the pool owner? (If so, how much?)
 
The bonding of the pool to the deck is inspected prior to deck work so it should have been taken care of way before plaster, with that being said the plaster company has typically has nothing to do with its installation. The concrete contractor is normally responsible and charges for the work. Price of this work is determined by run length of grounding wire with a set price per foot. When deck is removed and replaced with new the previous ground wire is rarely reused and so this should have been included in your bid and written contract.
