White film on fiberglass pool

I am now the owner of a second home with a fiberglass pool. It will become my primary home but I don't take possession until the end of June. We did a quick walkthrough of the home on Sunday before closing today. While there, we noticed a while film on a ledge where you could see footprints in the film. They were not there when we made an offer back in January. There was some scale at the waterline that is now gone so I wonder if they treated the scale with something that then caused this white film. Unfortunately, I don't have any test numbers on the water and I believe the now-previous owners used a pool service. If I had been more on the ball, I should have grabbed a water sample while I was there. Anyone want to make a SWAG at the issue until I can test the water in July.
 
Maybe next take you get a chance snap some pics and reach down there and rub the gelcoat with your hand to see if anything comes off or if it appears to be embedded in the gelcoat.

Next time won't be until July 1 or if the former owners leave early. They are renting back until June 30. I don't have access unless I give 24 hours notice that I need access to the property.
 
You mentioned that the waterline scale was gone. Could they have had the scale blasted off? It might be the blast media left on the shelf?

I had a pool inspection after my offer was accepted. At the time, there was some white waterline discoloration on the fiberglass. The pool company doing the inspection said it looked like calcium deposits. That inspection was about 2 months ago. When we did a quick walkthrough yesterday before closing today, I noticed the waterline deposits were gone but now there was a white film in the pool with some footprints where a kid walked. Could they have had the scale blasted off? Possibly. I don't know since the owners were not home to ask.

Someday, hopefully soon, I will be meeting with the now former owners to go over the operation of several items in the house, including their pool equipment. I can at that time ask what if anything was done to the pool. Since I am now the owner, I can grab a water sample while there. If the footprints are still there, maybe I'll get a photo. It's kind of hard sitting by here wondering about what is happening to pool chemistry when I have two more months before taking possession.
