when you go cheap you pay double

Hoping to get some guidance on what to do here, fiberglass pool was constructed about 3 years back, concrete work was half assed as you can see by the painting coming off from the concrete,
what are some cost effective options I can do here? epoxy painting? gravel? I really don't want to pawn the house to pay for this, thank you

Why was the concrete painted? I would get another outdoor rug and just cover those spots up.

Are you sure that's paint? IMO it has the look of Kool Deck . And patch kits are available if that what you have.

Looks like there are a lot of spots of delamination. I would pressure wash the whole deck heavily to remove anything loose, then patch and re-stain. If the whole deck is having issues, you might have to go as far as stripping and recoating the deck.

Unfortunately, there aren't a lot of options to go over a failing painted surface.

In your shoes I would rent a concrete grinder and either leave the surface satin polished natural or rougher for refinish. Your local rental place can give good advice on which machine & the type of grinding wheels to use based on project size and what you want to accomplish.
