What to fill gap between brick coping and fiberglass pool top with

What is the recommended product to fill the gap between the brick coping and the top of a fiberglass pool?

Our pool builder filled it with concrete grout that is already cracking and falling out. I’m assuming it’s because it does not want to adhere to the fiberglass. I brought it to their attention but they just tell me it’s what they always use. I feel like it should be some sort of silicone but can’t figure out what.

You will need to scrape out the grout and replace it with something like..

 
The cement falls out because that joint flexes throughout the seasons. It will never stay in there.

I would suggest polyurethane caulk. It is not easy to work with but will flex and look nice longer. Regular caulk is easier but will crack again much sooner.
