What to add first?

I tested my saltwater pool this morning with the following results. What should I be adding first? Stabilizer?

First is chlorine. Get the FC to at least 3 ppm now.
Is this the first time you tested the water chemistry? You should be testing FC and pH nearly every day. TA every week. CH and CYA every month.

Start 40 ppm worth of CYA dissolving using the sock method. Once fully dissolved, test for it 24 hours later. Then add enough using the same process to get to 70 ppm. Keep FC at the target levels based on FC/CYA Levels
