What steps to take first

Just opened up above ground pool with sand filter. Water is clear, but a bunch of algae / material on bottom. Filling up with water currently. Which set of steps should I take? I was thinking with the first step would save money with not wasting to much chlorine.

1. vacuum to waste first
2. Refill water
3. test water and then SLAM

Or

1. Test water
2. SLAM to make sure everything dead
3. Then vacuum to waste
4. Refill and test again

Vacuum to waste first. You are also dumping out water with algae and refilling with clean water.
