What is this return/control/nozzle? and filter pressure question

OK, so pump gauge was bad. Replaced it. they both agree at 30 psi running now. 20 wasting.
How far is the pump below the top of the pool water level?
Had to go measure all that out up and down. Not as much as I thought, 2ft 3in below waterline.
 
Ok, that is better but still a little high.

With that pump height, 3x1.5" returns with 3/4" eyeballs, 3 suction ports and taking into account the water height relative to the filter the predicted filter pressure should be around 25 PSI. In recirculate, the pressure should be about 22.5 PSI which I think is close to what you measured.

So it could be the sand in the filter that is causing a bit higher than normal pressure. Sometimes a broken lateral can also cause higher pressure.
