What is this? I think its an oxidizer?

This piece of equipment was already installed when I bought the house. Not entirely sure what it does and if it helps, or if it will make balancing the pool more difficult. Any insight?
I have tested water (not using the recommended gear) and I know levels are off. Currently working on correcting things but haven't added anything yet.

Pretty much what I figured. Previous owner got talked into it or it was just included and no second thoughts were put into what it did.

UV light aka "artificial sunshine" It will sanitize whatever water happens to be in the tube as it passes through but cannot sanitize the bulk pool water efficiently enough to make a difference. It can be helpful for indoor pools that do not get any natural UV light to help burn off accumulated CCs. For an outdoor pool it doesn't do much but it will burn off your FC quicker than sun alone. I would turn it off and leave it be.
