What is this hose for? Air Bleed?

Hello, I purchased this pool filter and the directions say nothing placement/location/installation of this clear plastic hose coming up from the laterals?

Can you tell me how to place it?

Before water? Before sand?

I'm guessing it just hangs out above the sand, but I don't want to mess it up.

First time installing my own filter.

That sounds like your air relief tubing. You'll want the free end up as high as it will go above the sand towards the top of the filter housing. Some of those tubes come with a mesh screen that slips over the top as well to keep debris from falling into it.
 
You can see a similar air bleed tube in this filter cutaway drawing. The tube should go up into the very top of the filter so that any trapped air up there goes down into the filtered return line and is expelled into the pool. This actively bleeds any air out of the top of the filter whenever the pump is running at a high enough flow rate to push/pull it out. At the bottom of that hose there is usually a small venturi connection to the laterals that creates a suction on the tube so any air is pulled down and then goes out of the filter. The pressure difference above and below the sand also helps the air travel down the tube. Also below is a pic of the screen that is on the top of that tube in my Triton filter.
