What is the permanent way to fix rebar rust?

So I have a rebar rust spot & my pool plaster is about 17 yrs. I've decided to replaster & fix the rebar. My expectations from reading is to either drill down to the rebar & cut it out or put the rust inhibitor around the rebar but the contractor told me that is not necessary. He cuts 2 lines at the area & put a bond tote for stain prevention, is this correct? He said that's all need to be done. I am not very confident on this solution & want expert opinion. TIA.
How do we know if it's a rust stain vs rebar rust? My situation is I drained the pool, drilled small whole in the affected area & using sand to remove the rust. After about 5 hour the rust stain shows up again in the whole I've drilled.

I would want the rebar that is rusting enough to stain plaster to be cut out and the hole filled with hydraulic cement. That is what I did for my rebar problem.

Burying the problem without removing it does not guarantee it will not comeback. The contractors fix may work 9 out of 10 times. Cutting it out will work 10 out of 10.

So putting a bond tote for stain prevention might work? The contractor is confident enough to say that he'll guarantee me it won't come back but this is his word. I am still skeptical as drilling down to expose the rebar does not take long as the area is small (about size of a quarter) so doing a 2sqr inch should be enough. I'm going to fight for this before he starts the plaster.

Might work??? Sure, it might work. Or it might not.

What bond coat product will he use?

Does the bond coat product say it does any stain prevention?
