What is floating in my pool?

My pool is full of this floating clear/white stuff. It almost looks like small bubbles stuck together in small clumps, some with tiny black bugs floating with it. Any ideas on what it is or how to remove it?

pH: 7.4
TA: 50
CH: 400
CYA: 50 (currently have 2lbs in skimmer sock)

I am in Wake Forest NC. I have it also. it feels like tree pollen when using fine mesh net. It has been about 3 days now at my house. First the yellow pollen now this. got it all with the net yesterday and the wind brought more today.
