What happens when pump on & filter exit pipe closed...

What affect on the pump and or filter occurs when the pump is turned on but the pipe exiting the filter is closed off?

Assuming you are talking about completely stopping water flow with a valve (multi-port valves can redirect flow which is not the same), the pump load decreases and current/power decreases. The downside is that there is no water traveling through the pump to remove heat so the water that is in the pump continues to heat up and eventually could melt the pump housing.
