what does this pipe near my hydrant do? does this add water to my pool?

Soda or pop, sack or bag, spigot or hose bib...who knows whats right :)

I agree a sweet setup...
 
A hydrant is near the curb and reserved for use by the fire department. Hose bib is what I would call it.
Language differences: Pop, soda, coke, in Boston they have their own vocabulary, it's a tonic, a basement is cellar, milkshake..frap, shopping cart..carriage, drinking fountain..bubbler.

It would be important to know if that pipe goes directly into your pool, or an auto-filler, which I assume is where it goes.

Do you have what looks like an extra skimmer lid somewhere around your pool? Inside would be a float and valve like you might see inside the back of your toilet.

If you have an auto-filler, then it would be important to have the spigot or hose bib turned on, if you want the auto-filler to work.
