Is this a fresh fill on the spa? Did you have cloudy water or has it not been drained/filled in ~90 days. If so, it may be easier to drain and refill that volume. Water conservation is a thought, but water change isn't a bad idea depending on the situation.
If you don't drain and refill here's my thoughts.
Get pH down to 7.2 first. With your TA level and the abundant aeration of the spa, pH is likely to rise quickly until TA is <100. Closer to 50-60 is optimal for a spa. It will come down each time you add acid to lower pH.
You want to SLAM the spa. Get the FC up to 12 and keep it there by testing frequently, adding bleach. With the high temps of a spa, it will be difficult to pass a true OCLT but it should go down to ~1-2 FC overnight. Water should get crystal clear with minimal chloramine odor when opening the cover. Once your FC losses reduce, then you can allow the FC to drop to maintenance levels and keep working on pH/TA. If the water is fairly funky and cloudy, drain refill might be less hassle outside of having to deal with pH rise if fill water is high TA.
