Are you using a clear solar cover that is disintegrating? If not, I’d say it’s some sort of organic plant/tree remains blowing into the pool. Could be white tree/flower petals.
I’m surrounded by corn fields and when they harvest in the fall, my pool fills up with husk bits flying around in the air. I don’t see it in the air, but the pool tells the story.

I have these (last year).. in my case there were really tall weeds on the other side of the fence and their white seeds (like dandelion dandruff) were blowing away.. so i also wondered what they were till i realized the source.. my vote is pollen as well.
I removed the flower pedal monstrosity that was giving me greif all last year. Windy last few days and pedals again! There is a big house down across the way and I measure 600ft away. iTs in full bloom and the wind carried a bunch of pedals into my pool yesterday.
Been scooping out never-ending pollen clumps that look just like that for the past week.
