Weighting down Conter Steps with corner step.

My instructions specifically stated to fill with water, that is the biggest reason I bought them. Easy as pie to fill and use. Put the ladder in the pool on its side, fill the one side, turn it over to do the other. Mount the ladder in place, and then use a garden hose to top off the balance of water needed. Only take a very little to top off.

Do you have Confer Steps??

Mine have holes in at the top for filling them with water, that keeps them in place. There is plugs for the holes too for when they are full. Could you no just drill a 3/4" hole into each leg near the top, fill them, and then put a plug in?
All these ladders appear to be hollow, so why not fill with water and plug?
To answer your ?.No I'm not drilling holes in a $350 set of steps.Will make more cement weight's to hang.There are always reason why instructions say fill with sand to weight down.Thank You for your suggestion.

Alright finally got them in and enjoyed first swim of the season today.Ended up pulling one of the plugs on step add on.My suggestion would be if you are not putting sand in them just leave the plugs off.
