Weight on top of wall

Hi All,

Getting ready to replace our current 18' above ground pool. The new one can be installed half way in the ground so we are thinking of putting paver patio or wood deck around 1/4 of it.

I want it to look like an in ground pool so was hoping to have a metal shop create me new top rails out of 1/4 aluminum for the sections near deck and patio then having wood or pavers go directly on this plate. The plate should be even stronger than the original rails. My question is how much can the wall take straight down?

Not to mention the amount of work that would need to be done in removing all the pavers and metal that close on top rail area when and if liner needed replaced, its even a little work removing boards and I could not even imagine about the weight with snow added. I even scold the small grand kids if they hang on the rails while in the pool. little over kill I know but it keeps the grumpy grandpa image for me .
